The project “Public Oversight over the Vote Count at the Presidential Elections 1999” was implemented together with the Verkhovna Rada of Ukraine, electoral headquarters of seven candidates for the President of Ukraine and 42 regional non-governmental organizations across Ukraine. Total number of project participants reached approximately 33 thousand people. The network of 225 appropriately equipped regional computer centers (one per each electoral district) was set up as the result of project implementation. Project organizers collected, processed and made public voting results from all over the country. The project had four stages: • Urgent delivery of the copies of protocols of district electoral commissions to the regional computer centers; • Urgent processing of the data from protocols and their delivery to the central server in the capital; • Placing information received on the video board of the plenary hall of the Verkhovna Rada of Ukraine; • Delivery of the copies of protocols of district electoral commissions to Kyiv, their analysis and publication in the mass media. This organizational scheme of public oversight over presidential elections provided additional protective shield for the final stage of electoral process against possible violations. It presented alternative independent system for collecting, analyzing and making public the outcomes of citizens’ voting. The results of independent public count were highlighted at two press conferences devoted to the first and second voting rounds. The effectiveness of the project was further demonstrated by the following. The project managed to make public voting results during the first round for 60% of voters one day before the Central Electoral Commission did. During the second voting round the project collected and made public voting data from all Ukrainian regions (one voting district per each region) also one day before the Central Electoral Commission.
